First, you have a bad solenoid. Trans issue sounds like clogged trans filter - flush and change trans fluid & filter.

Turn key. starter engages flywheel engine start to turn over. Then starter disengages form flywheel but continues to spin without care actually starting.

There maybe a problem with starter motor? Some of the national brand auto stores will test starter for you. Of course, you have to take it off and take it to them.

You could take the starter off, lay it on the ground, Hook up jumper cables properly from starter to battery. The starter should kick-out the drive gear and spin. If starter drive gear kicks out and in, something is wrong. Anymore I replace starter solenoid and starter motor as an assembly.

It wouldn't hurt anything to check flywheel teeth while your at it.

!998 z71 silverado will not engage starter

unlikely as the power comes from the start side of the ignition switch, through the starter solenoid to earth. if there was
action by shorting the big terminals of the starter solenoid (starter spun but not engaged ) then the problem will be in the solenoid.. You can test it by short in the small wire to the battery lead wire. If the solenoid is good it will engage the pinion in the teeth , and connect the starter and crank the engine. If not pull the starter and have it bench tested by an accredited auto electrician

Locate the starter wires coming from your ignition key switch. Short these out and see if the starter turns. If it does, you need a new key switch, or you can connect a press button to those two wires and by-pass the key for starting. I assume you used the screw driver across the big terminal on the starter and the terminal on the solenoid, or else the bendix would not have kicked in. If you shorted the two big terminals on the starter and the bendix did for some reason kick in, you should have a look at the solenoid first before looking at the starter switch.

DO you hear a clicking when you turn the key to start? Solenoid relay make a click sound when energized.
If the solenoid is not mounted on the starter motor then it will be near the battery
The key switch sends power to the solenoid. the solenid is a big remote controlled switch, and it takes power from the battery to the starter motor

Bad solenoid i would guess. Not making a connection there. Any basic wiring and ignition switch problems should be alleviated by jumping the starter with a screwdriver. I would check the solenoid and starter brushes

if the clicking is repeated with out you releasing the key then the battry is in need of charging or replacing, if its a one click each time then the starter motor is faulty.
