I would expect other items not to be working if it were due to a fuse so you may wish to check that you have a speed indication at all, you can find this in the hidden diagnostic system, you will find details on http://www.bluejag.co.uk/X-Type%20Instrument-cluster-diagnostics.php there is an area of this that will give speed info and a gauge test.
