Question about 1999 Kia Sportage
While I check my files,the quickest way to check fuses is with a test light.These can be bought at most electronic or automotive parts stores really cheaply.
earth one end and probe each side of each fuse with the ignition on and lights on if you want.
The fuses that light both sides are good
lit one side only are blown or bad connection-REPLACE with the same color(amperage)
not lit at all,no power supply,either a fault or usually just not powered at that time.

If outer light is working that mean they has a adjust knod in front of speedometer side, check again

Are all the lights in the dash out? if not, it is the bulb, the bad news is you have to remove the instrument cluster to replace the bulbs, there is no access from the rear that allows you to get your hand in there.

if the dash lighs are out, did you try turning the knob that turns them off and dims them. without the book, it may be difficult, but I would think the fuse would be small like 3, 5 or 7.5 amps. that should narrow it down. test fuses using a test light. turn the hadlamp switch on and touch each fuse, both sides. the fuse that lights up on one side, but not the other is the bad one. if you look real close on the ends of the fuse the ends are open where you can poke the end of the test light in there andt est for voltage. if you ck fuses and both sides are dead, that means that particular fuse isnt powered up. dont worry about those, but when you turn the headlights on, the fuse for the dash will have power.

The parking and tail lights are usually on the same fuse as the dash lights so if the outside lights are working it sounds like the instrument dimmer control has failed. The electronic bits inside the control for these lights sometimes go faulty. A temporary fix is to remove the wiring plug that attaches to the back of the dimmer control and put a jumper wire across the terminals. If dash lights then work then replace dimmer control.
