Won't start but did and stalled out won't start at all now and oil filler cap smells like gas

If the oil cap smells like gas, one of the injectors may be flooding the cylinder and the crankcase. That would not be a filter problem.
Check the spark plugs to see if they are wet.

Second owner of a 92 Oldsmobile Ceirra that has never had any problems until recently it started stalling while driving down the road.Changed out fuel filter and checked mic. other things to no...

I would suggest that you have a bad batch of gas in your tank. (Water in gas) this would be why engine runs poor and stalling. Drain and/or put good gas in.

The car actls like it is going to stall when putting on the gas. To go at least 50

The probable solution(s) to your problem could be fouled spark plugs, bad spark plug wires, dirty fuel filter, I would suggest a basic tune-up of changing what was mentioned and treating your fuel system with a fuel system treatment.

2001 sebring recently started sputtering at low rpms. Started after a recent fuel fillup. Tried dry gas and STP gas treatment. No change. Could this be a clogged fuel filter?

It could be but sounds like some bad gas, try using some octane boost because the gas you got might not have enough octane in it to run your car. So try using Octane boost and no its not the same as a gas treatment. gas treatment just cleans your lines and intake. Octane boost puts more octane in your fuel which is needed to run the car properly so try that.

give it a oil change and put a new fuel filter on it. you might have to change spark plugs and spark plug wires. also put some engine and fuel treatment. if that does not work put about 5 gallons of premium fuel in.

Runs Real Bad....

I'm having similar problem with mine, and I think it's possible I got some bad gas. Maybe from an old backwoods gas station with condensation in their tanks, or maybe condensation as mine had been sitting for weeks at a time recently. I may try to completely drain every bit of gas, and change the fuel filter, and throw some fuel treatment in when I put new gas in. Gonna check a few other things first, though.
