SOURCE: head lght dimmer switch
It is on the left side of the steering column bolted to the ignition switch. You need to remove the lower dash panel and it is held on with one nut and one bolt

had the same problem.Had to replace the light switch stalk.(twice)Mine was done under warrenty.Been ok now since last one changed about four years ago

The wiring harnesses in the plugs behind the bulbs are burned up seperate rear of headlight cover and inspect parts available at your ford dealer
