The air distribution is not

The air distribution is not working on my 1995 camero. The aire will come out on the floor and defrost but not the dash vents. It is barely cooling. I have checked the freon and it says its full. Turning it on Max setting does not help either. Could it be the vacumn line or the cillenoid under the dash that controls the flap?

-   i have a 2000 Z28 i have the same problem it will defrost and the air will come out only from the floor vent and i get nothing from the dash vents-   firebirdl761
