Question about 1999 Toyota Camry Solara
Check the wiring. You may have a hot wire that has bad insulation causing a short circuit. If you keep blowing fuses that is a good indicator of a bad hot wire. Also there are seperate fuses for the tail lights and the stop lights even though they are they same bulb with two different filaments. Post back any other symptoms you may come accross.
