Probably yes.
You probably damaged one of the baffles or road shields that protects the bottom of the engine compartment.
You can remove it, but it should be replaced as soon as you can find one. The shields protect the belts and other components from road debris, and also helps to direct air thru the radiator.

A piece of plastic behind the bumper on my 2008 Honda Civic got bent forward and is now dragging on the ground. (Not the bumper itself.) Can i repair this myself or do I need a new part?

Normally this piece of plastic is the low side air deflector...also diverts air to cooling system...You can try to re-attach to factory location...Yes, this part should be on the shelf at your Honda Dealer...Hope this helps.

I drive a 1999 Volvo S70, and it recently hit a snow pile hard enough to make the plastic cover underneath fall down. Can I take this off?

If you mean the plastic protective pieces under the car that keep debris from hitting the engine, yes you can take them off. You'll do best if you can get the car to the same shop that rotates your tires and have them lift it and unscrew the fittings that hold the pieces in place. If you are handy and fit under the car, you can do it yourself in a pinch.

If it's the front bumper cover, it will come off too but will take more time/work since you have to gain access to the screws/pins that hold it every few inches.

NOT REAL TIGHT AS THE ARM NEEDS TO SLIP INSTAED OF BREAKING THINGS IF YOU GET IT CAUGHT INICE OR SOMEONE HOLDS IT BACK.

What is the plastic piece above my fan on my 2000 ford focus se(zetec engine)it is cracked

If it is just the cowling which protects you from getting your hands or clothing caught in the fan or other belts here 's a couple solutions. If it is just cracked and not displaced there is no problem, if it is displacing it could get down onto the fan and should be replaced
