Would start with Changing the throttle control sensor, This should be located on top of intake, Good luck.

What would cause the Engine to surge in park or neutral after it warms up?


Possible Idle air control valve faulty, EVAP purge solenoid faulty, Valves also may need to be adjusted potentially.

Over revving


Check for a vacuum leak. This can cause a higher than normal idle. It can also cause a surge since the idle air control tries to adjust the amount of air required to idle.

If it does not have a camshaft position sensor, then it either has a crankshaft postion sensor or a distributer.
But why do you care if the idle surges in neutral?
How much is it surging? Surging is usually a sign of a vacuum leak, such as broken hose, etc. Listen for hissing though a length of tubing you hold to your ear, and move around.

check Thordle Cable see if it too tight if yes loosen cable or check vacume leak , possible at thordle body air valve too far open , or remove cover at Body side 8 mm socket & turn it all the way in

Sounds like a bad IAC (idle air control valve/sensor) that controls your idle when going from throttle to idle. If bad your idle will act crazy and can cause stalls easily. Pretty sure that's it.
