You are talking about a very heavy car. You are also talking about a diesel engine...if you are expecting the turbo to just wind up and slam your head into the trunk, it isn't going to happen. Turbo chargers don't "Kick in" anyway. The turbocharger speed increases gradually as the engine rpm increases. When the turbocharger starts outputting too much pressure due to high RPM, the wast gate will open and actually "Dump" the excess boost into the atmosphere. The normal operation is that boost increases gradually begining at idle and increases to a set amount at which point the waste gate opens.

The turbo charger has more to do with rpms than road speed. The turbo uses exhaust gas leaving the engine to push more fresh air into the engine thus creating higher compression and more horse power. You should feel some boost above 1500 rpms if everything is working properly. If not then you should have the system checked by a dealer or a good diesel shop.Good Luck!

Sounds like the fuel filter is dirty... When have you replaced it last? Possible that the pump is bad but I would start with the filter.

All gears are working, but once I reach 30 miles per hour the RPM's race without further acceleration

is this a three speed trans? or 4spd w/overdrive? either way i believe you have a pressure problem whether a torque converter or a trans pump. I was wondering how you know all gears worked if it will only do 30 mph as the 4th or overdrive usually wont engage at that speed. but here say,

Sounds like an output shaft bearing. In the trans. If it is you should hear it mostly in 3rd and 4th gear. Not a cheap repair, but really needs to be fixed.
