The PCM is the computer that determines all the parameters of the engine and the transmission. If it's defective it must be replaced - it's a sealed device that should not be opened for repairs: it can be opened but this is an extremely bad decision since this can do way more damage than it can fix. The dealer should have a specialized tester to determine if it's faulty - unfortunately this is a very common defect so yes, almost surely this is also your case.
A new PCM costs around £50 when purchased from a parts dealer, less than £35 when you get it from a scrap yard. To that you must add another £100 for the install and the programming/pairing it to the car.

I have a 93 ford escort lx. it has started to have a rough idle and a valve chatter. have replaced timing belt and the coil pack and starter. checked for a blocked catalydic converter. nothing is help

Valve chatter sounds pretty serious. Replacing coil pack won't help. I would check compression, if low, squirt a little oil in the plug holes, and if compression doesn't come up, bad valves.
You might need to check/set valve timing again, too.

I have a 2006 Saab 9 3...Today it started running rough and began losing power and started missing. Any ideas

Here are some ideas. Try replacing spark plugs and wires. For the running rough and losing power have your cat. converter checked out. It may be clogged.

2004 Ford Focus LX, was sputtering while driving

A flashing light is BAD. Its damaging the cat converter. I would check or replace the spark plug wires ( if all OK, then) replace the coil pack. I would not replace anything unless they test bad. but these car are known for bad coil packs.

i would check all the basics like spark plugs and check for vacuum leaks around the intake manifold. With a can of 2+2 carb cleaner while engine is running --if idle goes up or down that is were your leak is--
check egr too, Lee
