Well code 151 is for a problem with one of the O2 sensors in the exhaust pipe. I doubt it would have any affect on the trans.
So you could be dealing with two different problems.
does the clutch push normally or is the linkage broken not disengaging clutch, and then does shifter move around or locked and wont move, loose linkage in shifter or gears are jammed inside transmission and something went, if shifter wont move at all then trans is jammed inside and needs repair.
The output speed sensor may have come unplugged or got damaged. It is at the front of trans close to the drivers side tire. If you lay on the ground in front of the tire you should be able to see it.
If there is no fluid when you take off one of the lines (check both: the cooler might be plugged) while the engine is running, and there is fluid in the trans, then you have a bad pump inside the trans, or the valve body fell off. Either way, it's probably not going to engage. Ever.
The trans is electronic I suggest having a diagnostic run for the trans. This is only about $50 or so and is well worth it. Saves a lot of trouble shooting time.
I bet you didn't get it full of fluid. CHeck the dipstick with eng. running and trans. in Park. Add fluid till it moves, but while adding, have someone shift it back and forth through all the gears with engine running. If not, you have a burnt-up transmission.
There were two different automatic transmissions in the Sunfire that year,the 3 speed trans designated the 3T40,and the 4 speed trans designated the 4T40.If your car has the 4 speed trans,there will be a circle around the "D" on your gear selector indicator.The 3 speed trans will not have a circle around the "D".The 3 speed trans works off of a cable called the TV or Throttle Valve cable.This cable should be checked where it engages the throttle body around the area where the throttle cable attaches to the throttle body,on the engine.If the cable becomes disconnected for whatever reason,the trans will not shift out of 1st gear in most cases.If the car has the 4 speed trans,this model trans is totally electronic,and the vehicle should have the codes pulled out.For every trouble code,there is a diagnostic route to follow to repair the malfunction.
