Whenever I am cruising and releases the gas pedal to slow down, my Toyota Rav 4 suddenly drags or slows down in a rough manner just like an engine brake instead of smoothly slowing down.

Check that the brakes are not binding . On a level road with the hand brake off and out of gear the car should be able to be pushed forward and back with out any signs of binding.

1984 Plymouth Reliant slows down by itself left side rim real hot but only after you drive for awhile

U ARE DEFINITELY CORRECT. THE LEFT SIDE CALIPER OR BRAKE HOSE IS DEFECTIVE. BUT REMEMBER TO CHECK SLIDE RAILS AND CALIPER BOLT PINS. THE PINS ARE THE MOST NEGLECTED HARDWARE IN BRAKE SYSTEM

Toyota lucida under normal breaking the breakes seem ok, if i pump the breaks while slowing down they stop working any ideas

Firstly, why are you pumping the brakes to slow down. If its because the brakes are not efficient, then they need to be checked and repaired. Secondly, it will reduce the braking efficiency to near enough nil, if you are pumping the brakes, doing that, exhausts the vacuum pressure that gives the brakes assistance.

When i go to slow down the brakes dont start to slow down

You have to check the disk and drum brakes . the owner should be able to repair the disk and drum brakes . Prepare the tools or equipment to be used in servicing the the brakes .So that the brakes will function properly.Operate lifter/ jack.Adjust drum brakes.Clean disc pads , rotor drum and brake shoes.but observe safety rules. If you don't have time to do the job then go to the dealer or the car shop mechanic and they'll do the job.

Front end shakes when slowing down brakes and rotors are good. When not pushing brake it rides fine.

did you check your brake rotor for warpage. even a .010 warp on the rotor will be felt in the steering when aplying the brakes. use a dial indicator to check the warping
