Everything is not fine

You have no vehicle history of preventative maintainance

At 13 years old, the exhaust converters may be clogged,
thus you don't get up to speed very well

Then the TPS Sensor or many other issues need testing

If that was my new car, I would lay it up for a couple weeks
and go thru the entire car

For you to pay someone to do that $ $ $

I suspect the TPS Sensor is worn,O2 Sensors worn out
Fuel filter old,MAF Sensor dirty,Ignition hasn't been touched in year
and on & on

Wait till you get to the brakes.that won't be pretty

You didn't mention what engine the car has in it but a Crown Vic is a large car and if it doen't have the 4.6 liter V8 it's not going to be real snappy when it comes to acceleration. If the exhaust, especially the mufflers, are badly rusted this could be causing back pressure and not letting the engine perform properly.

98 crown vic transmission slipping

Change the filter and fluid. This car if the transmission is original should have a torque converter drain. Drain the torque converter also,it gets almost all the fluid out of the transmission. Doing this the car will require almost 12 quarts of fluid. Worth a shot. I change mine at 25000 mile intervals.

98 crown vic charge light goes on and needle goes to full charge when excelerating?

Sounds like the voltage regulator has failed.
Check voltage at the battery with the engine at idle and again with the engine at cruise speed. Voltage should be around 13 volts at idle and 14.5 volts at cruise speed.

Radiator fan in my 2003 crown victoria runs continuosly

No, the fan is supposed to come on only at certain temperatures.

Trace the wiring from the fan back, there should be a temp switch/relay in line. If there isn't,then someone has bypassed it and wired the fan to run when the car is running.
