Question about 2003 Chrysler Voyager
If you're sure the relay is good the only thing left would be to check the wires that connect the horn/s to be sure they are making good contact as they are exposed to the outside elements and may have corroded or come loose. You can also check the power to the horns with a test light while having someone push the horn button. If there is power there I would still suspect the horn relay.
