There is a spout connector flat square gray in color located in the area of the distributor of lying on the intake taped to the wiring harness.there is a two wire plug(called the spout) that has a flat cap that is removable.with the engine running pull the cap out of the spout and with your timing light attached check the timing marks and ensure it is timed correctly.if not loosen the distributor hold down bolt and move the distributor until the timing is set.turn off the engine reconnect the spout cap and ensure the check light is off.

On your radiator cover or under hood sticker should say what degree the timing should be set at, then you will need a timing light and on your harmonic ballencer you will see the numbers 0 btc and so on. get a light anf pointit at them while turning distibuter.

Will '89 Ranger leaf springs fit a '99 Ford Ranger 4x4?

Measure the distance from bolt to bolt, and to the center. If they match then, they match, if not you will have to check the numbers with fords tolerances to avoid an axle wrap. But it should fit, maybe just a little stiffer of a suspension from the 4x4.
