Depends on they type of driving you do and how heavy your foot is, but you should expect about 15-17 mpg city and 20-23 highway if it is in good running condition.

Will a 2002 Pontiac 3100 interchange with a 2000 Buick 3800?

Not really.
The 3100 is a Chevy 2.8 and the 3800 is a Buick engine.
Most everything is different including exhaust manifolds, engine brackets, and wiring.

I got emissions and tires balanced and now my speedometer is climbing up as im driving telling me that im going alot faster than i am on a 2004 buick lesabre custom

The Buick LaSabre custom is a 3800, I think. Your speedometor may very well be correct! Take it out on the highway and time yourself between mile markers. Those cars are very fast; if you got a good tire balance you may be going faster than it feels since the car is smoother riding now.

This is the routing of the serpentine belt on the GM 3.8L V6 3800 engine.
It is used in many Buick, Pontiac, Chevrolet and Oldsmobile cars.

The ABS regulates the brake pressure in order to reduce wheel lock-ups. Reduced wheel lock-ups improve the driver's control of the vehicle during braking. An ABS warning light means a problem was detected." line[number++] = "The TRAC OFF light or indicator on the dash or message center is usually related to the ABS system, and sometimes to the check engine light. When this is on, the traction system is disabled. A problem in the ABS system is usually the cause, and would have to be scanned for codes. Sometimes an engine problem that causes a check engine light will also cause the TRAC OFF light to come on. In this case, the PCM would have to be scanned for codes." line[number++] = "The security system on todays cars and trucks prevents the vehicle from being stolen. There are many variations of the system going back to the early 1990's. This warning light could be on when the engine is running, indicating a fault has been detected in the system. If left unrepaired, there is a good posiblity that the car will eventually not start." line[number++] = "The tire pressure monitor system in todays cars use a radio frequency (RF) transmitter in each wheel valve stem to relay pressure information to the module. The Service Tire Pressure Monitor System Light means there is a problem in the system, not a low tire. The Low tire pressure warning would come on for a low tire." increment = Math.floor(Math.random() * number); document.write(line[increment]); //--> The anti-lock braking system (ABS) uses several sensors, motors, and a computer in conjunction with the normal braking system. 1998 Buick LaSabre LTd. 18,000 miles (no kidding). Engine light came on. Replaced gas cap & engine light stayed off for about a week. Engine light back on. Any suggestions?

Stop at Auto Zone or advance Auto and ask them to read the codes for you. That will give you a better idea of where to start.

Diagram for 1998 buick lasabre serpentine belt

I found the diagram in my owner's manual.
I replaced the belt on mine just 2 days ago. All you need to do is remove one bolt from the lower motor mount and remove the spacer. After you relieve the belt tensioner, the belt will slip right through the gap. Don't forget to support the engine before removing the bolt. As a backup I took a photo of the belt with my digital camera beforehand... just in case.

Buick review

Good engine 28 mpg+ hwy. These 3800 engines had upper intake problems and would leak coolant into the combustion chamber. The new ones were re-designed and do not give any trouble. My 90 buick 3800 has 295000 miles on it. If yours is supercharged it does not have that intake problem.

2007 kia rondo seems to use alot of gas

I have the same issue of low gas mileage. My 2008 Kia Rondo with V6 (2.7Lt) gets 20-21 mpg in average. Even for highway mileage, it is around 21-22mpg. Very poor gas mileage. Disappointed. I hope it would improve in the future.
