I have a 2004 ford focus that has a chip in the ignition key. the key cylinder on the column is bad and needs to be replaced. it can be bought at local parts store but can i program it or does the dealer...

The new ignition key cylinder will only need programming if it comes assembled with a key. If the cylinder comes in a kit (type that ford dealer sells) that lets you build the cylinder to match your key, then no programming is needed.
I hope this helps you

Obtain all keys fitted with remote control. Fasten seat belts and close all doors. Turn ignition switch from position I to position II 4 times within 6 seconds. Switch ignition OFF. Programming mode activated for 10 seconds proceed as follows: Press and hold lock, unlock or boot release button Fig. 1 [1], [2] or [3]. Wait for acoustic signal (indicates correct programming). BUSTED MY IGNITION.REPLACED IT ALONG SWITCH THE ROUNS PIECE AROUNS THE CYLINDER. IT STILL DONT START. IT HAS A FACTORY ANTITHEFT SYTEM

you will need to replace the switch and the key and have both reprogrammed to start the vehicle, the focus has a key recognition program to help theft issues they will not start without the proper key code being sent to the pcm from a programmed key. you will need to take it to a ford dealer to repair this issue.
