Wow. You received a so called chip from the manufacture without instructions? This so called chip is a resistor that will cause more problems down the road than you have ever imagined. There is no "chip" that will do what you want it to do...it is a scam and I recommend you do not splice this resistor in any circuit. Just a helpful tip from me to you....Free!
