Most likely YES Was it making a rattleing noise for several months before thats a sure sign there on the way out And the won't run over 10 to 20 MPH that means the exhust can't get out . You could start it and check the flow from the tailpipe before you replace it just to make sure rev it up in park and see if the flow increses . But the convertor is likely the problem . A lso check your fuel system out something made this happen and a lot of times its caused by insiffant fuel delivery witch makes the engine run to lean and that over heats the convertor . Look at the spark plugs if they look white and have spotting on the electroids then its fuel related you don't want to replace it and brun up another one
