Question about 2000 Jeep Grand Cherokee
The holes you are looking at are for a plate mount bracket. You could probably mount a plate directly on there but as you said there is no good access to the backside. You can get a couple of press in screw retainers from a dealer that fit right into the holes. Likely you can also find a plate bracket in any scrapyard.
