the main problem with that car is corroded wiring first thing to check is the wiring behind the front bumper liner and the wiring to the fan module take off the front bumper under liner easy to get to the connectors there is 2 connectors and a small harness to the engine bay fusebox
You still have many other components in that system that has to be in working order for the cooling fan to work properly. The cooling fan is turned on when engine temp reaches a predetermined temp, usually around 220-230 degrees F. the ECT (engine coolant temp) sensor siganls the ECM (Engine Control Module) to ground the cooling fan relay or cooling fan module(if equipped) and if the cooling fan fuse is good and the fan has power to it the realy will complete the ground for the fan to run. You may need to have a qualified technician diagnose the problem if the obvious things like fuses and good grounds are not the problem.
At the main fuse and relay box, check the 30A EGI INJ fuse. If OK, the main relay closes to apply power to the cooling fan relay. Next, check the 30A FAN 1 and FAN 2 fuses.If OK, power is being applied to the fan control module. The PCM processes engine coolant temperature sensor input and sends a signal to the fan control module which, in turn, causes the cooling fan motor to operate. Fan failure could be caused by malfunction of the cooling fan relay, the fan control module, the engine coolant temperature sensor, the cooling fan motor itself, or the PCM
the cooling fan relays are in the under hood fuse box . they should be marked on the inside cover of the fuse box lid . The cooling fans should operate around 215 to 230 degree's (when the car is stop at idle ) the fans should also operate when you turn on the a/c . the cooling fans relays recive a signal from the PCM (power train control module) to be commanded on The PCM use information it receives from the coolant temp sensor
if the car does not call for more cooling. then it may be a bad relay in distrubution box, or a bad coolant sensor. the fans are controlled by the pcm ( powertrain control module ) it gets its info from coolant sensor. that tells how warm or hot coolant is. try the relay first it may be sticking closed. have a good new years !!
The power for the fan comes from 2 relays in the
junction block on the left fender. One is a high fan relay 40amp the other is the low fan relay 20amp.
If either one is stuck, it will power the fan. Also if the
engine coolant temp(ect)sensor is bad, it can send a
false signal to the engine control module(ecm) and powering the fan. With the engine cool, if the fans still
running. Unplug the ect sensor(on thermo. housing)
if the fan stops replace the sensor. If not pull the relays one at a time. And see which one stops the fan. If none of this works it may be an ecm problem.

Dodge Caravan is notorious for failure of the electronic cooling fan control module (AKA cooling fan relay). This is not a "relay", it is a solid-state control unit, but many people call it a relay anyway. It is mounted on the inside of the left frame rail just behind the radiator. You have to look up from UNDER the vehicle to see it. It looks like the picture below. The picture shown is very close to actual size.
