The iac ( idle air control ) needs cleaned or replaced. it controls the idling of vehicle. Also, try cleaning your throttle body. It's probably quite filthy. you can use carb cleaner to clean iac. but do not put body of iac in any liquid, just clean the valve on end. do not push it in they are preset for proper idle. have a good day !!

That sounds like the fail-safe mode the computer has gone into. Check for trouble codes. I seem to recall that it was a lower rpm than that, but checking for trouble codes is a first priority anyway. And it will have codes if it is in fail-safe.
The ECU limits the rpm to a certain amount, as an alert that the system needs attention. It could be one of several sensors or controllers.

If a dealer can not fix it, we can't guess at the unknown

Now your involved with a dealer leave it there, until
they solve it. Somebody has to stay with it, to a successfull
conclusion.

You could ask around about repair shops that are good at
diagnostics & drivability issues

I can give you something to try. Since the Jeep is a chrysler product, chrysler vehicle computers run off of the battery and in most cases at idle the alternater is not pushing a ramped charge. Try cleaning the battery terminals and see how it goes. I have found that it works in most cases and is the easiest to do. Let me know how it goes.

From what you say it sounds like an inlet manifold leak. The other thing it may be is a fuel blockage. That would explain the rev increase.(air/fuel lean mixture)Hope this helps

Ensure your spark plugs, wires (ignition coil and spark) and your filters (air and fuel) are within 2 years of installation It's erratic at 800 rpm as the engine is cold and they like the 2200 range for 3 minutes before they kick down on their own. Press the pedal twice before inserting your key. The owners manual states depending on the outside temperature, the engine will require more priming. Update if possible.

Wont hold idle will start with foot depressing gas pedal will run with foot on gas but stalls when foot removed

Check and clean Idle air control valve. Make sure its responding to signal as well. Also make sure ther are no vacuum hoses disconnected. This may not be a "cure" but it's a good place to start.

10-12 volts, that is low, have the battery load tested at a local parts store like Autozone, it's free.
