Question about 1999 Cadillac DeVille
this could either be a faulty thermostat, or a partly blocked radiator.
best thing to do would be to remove the radiator and flush it with water until the water runs clear, and change the thermostat at the same time. the thermostat should be fairly cheap and the thermostat housing is normally found where the top radiator hose attatches to the engine.
if this does not cure the problem, feel free to ask for further advice.
