SOURCE: location of fuel filter on a 1996 Mitsubishi Eclipse
on a 95 model, it is located above the fuel tank in the rear of the vehicle
SOURCE: the a/c pwr steering drive
if all the pulleys line up ,then problem is the a/c pump is full of **** and rust and its sticking causing the belt to burn up and if the pulley shaft is worn the it can turn slightly throwning the belt off.to repair this take vehicle to an a/c specialist as this sort of repair is beyond the weekend mechanic and requires special tools in the way of a machine to extract the gas before any repair can take place.the gas used on older vehicle is R12 and is extremely toxic to the ozone layer,R134 is not as bad but it is still dangerous, plus the pressure used in the system which can cause blinding so do not touch it ....

SOURCE: i have a 1999 mitsubishi
I kept getting this code on my 2001 stratus it had the 3.0. The problem for me was my egr valve. I was able to clean mine with card cleaner and it worked for me. But every six months it came back and had to clean it again. Later found out I had some vacuum leaks which were causing car to run rich as cause more junk to clog egr. After fixing those the problem stopped. Good luck.
