My car will not go past 40 miles an hour the gas pedal is put to the floor? replaced radiator, and fuel pump.

I don't think a PCV valve would create the problems you just described. It could effect idle and re-start if it has failed to the point of being an open vaccume leak, but it would have no effect on limiting the higher speed operation.

Fuel filter can cause this by starving the engine of fuel, but it would not have as much of an effect at idle when fuel demand is very low.

A leaking vaccume hose would not effect high engine operation.

A partially plugged cat converter can cause all of the symtoms including lack of power.

Is there an engine light on? If so, this is where I would start looking for clues.

i think you might be right it sounds like your engine is getting over fed fuel you are probably not getting very good fuel mileage either the 3.8 and 5.0 would defintely require the same volume of fuel it is probably playing havoc on the pressure regulators i would get another fuel pump and start there

I own a 1995 Dodge Neon and just recently came across a problem with it. It started up one morning just fine and I drove it about 1-2 miles and it started to putter than it shut off. I tried to restart it...

The most common problem of this sort that ive seen would be the fuelpump is bad, it stops pumping when it heats up, this is easy to check, you would need a fuel pressure gauge to check it or spray starting fluid into the throtle body then put hose back on and see if it runs for a few sec, if it does then you know its fuel and il bet its the pump. when you spray starting fluid have someone hold gas pedal to floor to make sure it goes into the intake then have them release pedal put the hose back on throtlebody and then try to start if it starts for a few then its the pump, hope this helps.

two places to check.... the water pump or one of the frost plugs has failed. what colour is the exhaust smoke ?

the other problems could be from the engine overheating so much

Fuel pump irregularity

Sounds to me like you got a faulty pump. To be sure, put a fuel pressure gauge on the engine and see if the pressure drops.

On my 1989 Toyota Camry while driving I will get to about 40 miles per hour and the car will not accelerate any more unless I ease up on the gas pedal and lightly accelerate . What is going on?

You most likely have a fuel pressure problem, have you changed the fuel filter? If not change it, if it still runs bad you may need a new fuel pump as well, a plugged filter can quickly destroy the fuel pump.
