Question about 1996 Honda Civic
Look in the owners manual. There are four different fuses for the headlights; including one for each low beam and one for each high beam.

There are two filiments in each headlamp; one for low beams, and the other for high beams. It is possible that the both right and left low beam filiments burned out at nearly the same time. Otherwise, there may be a fuse, or headlight relay that is causing the problem. If all these check out good, it may be your headlight switch needs to be replaced.

I don't know if it will be very helpful (maybe not if both low beams went at the same time), but the fuses for your low beams are in your under hood fuse box: fuse number 1 (10A) left headlight low, and fuse number 6 (10A) right headlight low. Maybe it's not likely that they would both go at once, but I would check them.
Then, of course, it could be the bulbs.
Last, if not one of the former, then it becomes a matter of having relays and switches checked (not something you really want to do yourself).

Have the same problem with my 05. Do you have fog lights as those will not turn on either. I thought it was the switch on the stalk but that worked the same when I changed it out. I did notice a bit of a melted spot. Relays and fuses good. I'm guessing a bad ground but WHERE
