First check the fuse. The fuse must be in the main fuse box. The position and function of the fuses is normally marked on the inside of the fuse box cover and also in the owner's handbook. If you don't come right with these, work your way through the fuses looking for a blown one. To ease your search the wiper fuse it should be around 30 amps.
Check why the fuse blew, the sunroof may have jammed, also, the sunroof fuse may be linked to the side mirror, check to see if that has not been damaged or jammed - ice perhaps if the conditions were right.

2004 saab arc driver side central lock not working

Check for a bad switch in the door.
Water leaking from the rag top-door seal joint often drains into the switch, causing a short or bad contact eventually.

I have had the same problem. You carefully pop the center power switches out of the console as one unit. Remove the master wiring harness so you can work on the controls. There are small locking clips to remove the top of the switch from the bottom. Carefully depess the tabs with a very small screw driver and seperate the controls. You will notice their are copper inserts that fit between two cams on the Electrical switches. Carefully adjust them and reinsert them in position. Placing a small amount of conductive grease at each location won't hurt. Carefully press the top and bottom back together holding the bottom of the switch as level as possible. Re-insert the wiring harness and test the system prior to installing in the center console
