Bad seals and or piston rings, Another and most likely could be bad fuel pressure regulator. It may have blown out and instead of returning fuel not needed to the fuel tank its blowing it out the diaphram and into the engine.

Why won't it start?

you need to use the correct injector for your application as for the no start problem you have now pull the plugs and make sure they are clean and not flooded out from excessive fuel, also make sure the oil in the crankcase has not been contaminated with fuel

My 1990 jeep cheerokee oil smells like theres gas in it

yes it could be but you should be getting oil in to the chamber also check your tail pipe if you have white smoke coming out that is oil if it is black that is to much fuel if you are getting alot of water then you definetlty have a bad head gasket you will get some water that is condensation built up in side the muffler but that should burn off quick have somebody hit the gas pedal while you watch the tail pipe if it starts blowing water then it is without doubt good luck hope for the best but prepare for the worst let me know if you need more help

Our 1990 Jeep Cherokee Laredo was sitting for a year and know it sputters really bad we have put in fuel injection cleaner but we thing the guy we bought it from may have crossed the plug wires when he did...

The sputtering is likely because of letting it sit for a year. When fuel sits for a long period of time, it does go bad. It is always important to add a bottle of Sta-Bil if you plan on leaving a tank of gas sit for a long period of time. After the fact, however, one fuel injection treatment likely isn't going to clean the immense amount of gunk out. You'll want 2-3 consecutive treatments with a high quality injector cleaner (the cheap stuff is not as effective). The firing orders can be found online, but I can't dig up a link for you, but you can look it up yourself in autozone's repair guides. I would recommend purchasing the service manual for the vehicle though as the firing order and copious amounts of other invaluable information can be found in there, it's well worth the investment. Finally, after sitting that long, you'll need to change the engine oil, check the fluid in the transmission and radiator, check the condition/gap on the spark plugs and wires, and check the condition of the air filter.
