First noticed problem in winter, heater would run for a bit and then stop--now in the summer air conditioning runs for a bit then the dash board gets extremely hot--when I opne the hood there are several "pipes/lines" that are caked in frost and/or ice. Broght vehicle to dealer and they could not reproduce the problem--today I took pictures of the ice covered pipes/lines

the cooling fan is designed to come on when the setting is in defrost or A/C mode . the a/c compressor is set up to come on in the winter to help keep the seals flexible by running and cooling fans run to help provide air across the condenser and radiator to cool engine water and makes a/c cold in summer time use . cooling fan will cycle as it reads data from related sensors. this is a normal condition with your car
This has to do with the anti-lock brake system. It will be fine without it, but if you want it fixed get it done at a dealer not a shop. It will cost a lot more but the repairs will be done right and will last longer.
There may be a clogg in the drain for your air condition. Or the drain for the water coming off of the windshield (on the bottom where the wiper blades are, may be clogged with leaves or debris. To check take a hose or alot of water and pour on windshield then look to see if it drips inside on the driver floor. To check if its an Ac drain leak turn AC on and run for a while and check to see if the mat is wet or water is dripping on floor mat. Good Luck
