No. As far as I know there is no way to test the key without the vehicle so unless it is visibly damaged they won't be able to tell if it's good or not. If you contact your local Ford dealer they should be able to explain what they will require to diagnose the problem.

The theft light keeps blinking on and of indicating pcm 16. the car wont start until the light stops blinking though it only cranks. do you know how too reset it with the original factory key?

The PATS - passive anti-theft system light does not flash codes . Your best bet is to have your vehicle towed to a qualified repair shop or have a lock smith come fix it . You don't have the knowledge or tools to fix this problem,
The factory Passive Anti Theft System (PATS) has been activated. If the light is blinking fast, it means that the key is no longer recognized. If you have another key try that one. If not, you will have to call a locksmith or have it towed to a Ford dealer. Worst case you will need a new key. Make sure you get a spare.
The first thing to do, in just about all cases on a modern vehicle, is to scan the computers. they have lots of software that is designed to help you figure out what the problem is and there are literally thousands of trouble codes that trigger when some part of a system is failing. the people at auto zone are not trained technicians. it is like asking a clerk at a **** store to treat an illness. take your Ford or tow it to a sharp shop that knows how to do electronic/computer/anti-theft diagnosis, or you will just be wasting your time and money Good Luck!

I have 2003 ford Windstar and theft light is blinking van won't start. Lost the key so I had to change ignition

The key and the ignition lock have to be paired and you must use one from a Windstar. The key and lock is part of the immobilizer. You may need to visit a dealer so all three (key, lock, anti theft system) talk to each other.

I have a 2000 windstar that will start sometimes and other times not the theft light stays sollid but the van still wont start any suggestions

it sounds like you have a problem with the anti-theft system which should be checked out at a shop that has the capability to fix this or the dealer.it may be a problem with the theft portion of the computer.

This means that your key is not being recogonized.Ethier the chip in the key is bad or the patts transciever at the lock cylinder. Do you have a spare key? If not you will have to get 2 new keyss cut and programmed.

1999 ford winstar anti theft problem

Fords have a chip in the keys and a reader in the ignitions switch, when you insert the key and the theft light stays on solid then the key has passed. If the light flashes quickly then the key didn't pass the check and the vechicle will not start. This can some times be a key problem and some times a reader problem . But the keys can only be programed with a computer in this situation. The dealer or most lock smiths have these computers.

Antitheft problem

Something in your anti theft system has failed. The key, transceiver, or module. The only way to find out is to run a diag on that circuit. You will need special tester.
