Try getting another person to push hood down whilst you pull the release lever if this does not work locate cable behind puller handle and use pliers to pull just a little more then when opened be sure to adjust cable a little tighter

What is the fuse number for the trunk release on a 1999 porsche carrera

I don't know what kind of 1999 carerra you are talking about; I have a 1999 carrera convertible, and both the front and engine hoods are opened when pulling on the appropriate lever next to the drivers seat. No fuse/solenoid involved.

Here is a good tutorial that I've used before. You'll need another battery or a charger to power the switch:

Porsche 1990 carrea 2 hood latch not working anyway to release hood?

With a rarchet, extension and socket remove the bolts holding the latch to the core support and the hood will open. The cable usually just fell off. reattach or replace as needed.

1999 porsche 911 how to open hood with dead battery

The cheapest way to get around this and get enough voltage into the system to open the hood is to purchase a cigarette lighter extension (about 3 feet) and cut off the female plug on the end. Strip the 2 wires back a few inches and attach one to the positive and the other to the negative on a set of jumper cables. Attach the other end of the negative jumper to a battery. With the keyless entry in hand, touch the positive cable to the positive terminal on the battery and press the unlock button until you hear the car doors click. Once it clicks, you should be able to use the hood latch to gain access to the battery.

Trouble unlocking hood and trunk

there should be a lever that you have to pull in the vehicle that will pop the hood up just enough that you can reach the lever to move the hood open
