the control unit is no good.i had a similar situation with a 98 tracker,and installed a switch to give it a ground for the compressor relay that comes from the a/c computer module.
it works good and goes on and off with the a/c switch.

Have a code reader or scanner put on the car to erase all codes,this should reset the ac system circuit.Also check the low side clutch cycle switch,it may be the problem.

YOUR a/c compressor is cut on by the vehicle pcm(computer).pcm sends a signal to a/c relay to energize relay which sends power to compressor. Have you checke dall the fuses with a test light? last dodge i worked on had a blown horn fuse which powered a/c system also. block said nothing about this. here is a diagram
