Can't you access the back of the headlamp by opening the bonnet and finding the back of the headlamp in there?
I used to have an ancient import LHD Beetle back in late 60s and my now late Mom was so impressed she went and bought a brand new RHD Beetle in the early 1970s. The boot was then at the front and the engine at the back, so don't know about new version Beetles from the 1990s?

How can i remoove the driver airbag

The airbag removal tool is used to remove the driver's side airbag from the steering wheel on 1999-2004 VW Passat, Jetta, Golf, and Beetle where Torx head screws are no longer used. Best left to a pro. Disconnect battery before attempting any airbag repairs! have a good day !!

I have a few beetle ( vw and audi too) customers who are regulars for headlamps.
I first had this problem on my 96 audi a4 and I came up with a simple solution
If you have fog lamps leave them on all the time. my headlamp failures went way down when I did that.

Try this if you have fog lamps, my customers did not have fog lamps so they could not try it.

Hope this helps, it it does please leave feedback and vote Thank You and Good Luck

I have read the instructions for changing the drivers side h/l on my 2003 VW New Beetle TDI. I have released the spring and have tried to gently pry the h/l loose. With the battery and air filter there is...

On my 2003 TDI New Beetle the head lights are a joke. There is a locking lever to pull in and up that pushes the head light assembly out for servicing. It would not move for me and I broke it off. Even the one on the passenger side would not work and I broke that one too. The up side to this is that once broken the head light assembly pulls out front with medium effort and can be serviced easily. The down side is a frontal collision will pop both lights out. By the way, to get the light assemblies reinstalled is hard. They have to side in perfectly to seal against water. If you are going to try, play with the passenger side first. Easier to see.

DRL relay might be bad.

Remove the driver's-side under-dash flat plastic panel with a Torx screwdriver (20-bit head - you only need to remove the three screws at the front edge). You should see several relays plugged into the circuit board. Relay #8 is in the second position (from left to right) of the second row. It has 173 stamped on it
