It wont go at all and teh throttle control light came on

ETC Failsafe, and now you can only go 6 mph ??

(Electronic Throttle Control )

Spray the throttle plate with -- CRC Throttle Body Cleaner

Give me all the Fault Codes you have ,for Ignition
Misfires. They are most likely what put it into Failsafe

Too technical to explain for now.

This codes has nothing to do with APP - accelerator pedal position sensor . This has to do with the throttle body - TPS throttle position sensor . These have know problems ,the sensor an broken wire at throttle body , an when this happens the cruise control wont work . The throttle works by a DC motor controlled by the PCM - engine computer .

Trany goes to 20mph then you gotta hit the gas to3000rpms then let off the gas for it to shift

1999 I believe these use a Throttle position cable to communicat to tranny what the throttle position is so that it shifts at proper rpm's depending on light throttle or WOT and to enable teh tranny to shift down when going to WOT in order to pass.
It sounds to me like your cabel coudl possibly be broken or disconnected. I woudl check that first,

Dashllights wont come on and throtle dont work if dash wont come on

These two problems only indicate teh problem is in a module or a short in your vehicle. Have the ECM/PCM scanned/Tested. If that checks out test the ignition switch and check for shorts in your wiring. Since the Dash lights and Throttle are two separate systems and normally do not interact the problem is electrical.

DTC P1516 Throttle Actuator Control (TAC) Module Throttle Actuator Position Performance

Your vehicle has an electronic throttle body unit so it uses voltage signals to control throttle blade in the throttle body. There are a few different issues that can cause this problem.

First off there is a update for the PCM to address those codes, but you will have to take it to the dealer for that.

Second there is issues with the actuator on the throttle body binding up and causing the codes.

Third there is a yellow wire coming off the throttle body connector that breaks inside internally and cannot be seen to the naked eye. The best way to test that is to grab the wire about 5 inches from the connector and tug if it feels spongy or breaks, that

Check the idle air control valve its right on the front of the throttle body it may be stuck closed and not allowing air to bypass the throttle plate to allow the engine to idle, do you have a check engine light on at all, there could be a number of sensors that could have a problem not allowing the engine to idle when the throttle plate is closed like the idle air control valve, throttle position sensor......

Reduced engine light keeps coming on. When this happens my truck slows to a crawl. I then turn the truck off, wait a few seconds and crank it up again. Would this be a problem with the electronic throttle...

Don't know about the electronic throttle being there or not. Your post did not indicate Make, Model or year of your vehicle. The O2 Sensor being faulty will do this. Next time it starts acting like this or if you can cause the problem to repeat take the vehicle to your local auto parts store and have teh fault code scanned to be sure. That will tell you.

I finally fixed this problem!  Not sure if it will work for everyone but it did for me.  My new mechanic said there is an electronic 10 pin connector hooked up to the throttle body and mine had 2-3 pins that weren't making a good connection....THAT'S IT!
