Question about Ford E-350
You need to get up under the front of the vehicle and attempt to move the lever that the hood release cable pulls on. Use a long screwdriver or pry bar. If you can move the lever, the hood should open up.

SOURCE: hood release cable is broken
Is there any part of the cable inside the cabin that you can pull with a pair of pliers? I suggest that you try that. You may need to disassemble it from the pull handle to make that work.

the outer cable may have come loose near the lock, if the grille screws are accessable remove the grille and you will have access to the underside of the lock, you may need a screwdriver to push the lock lever aside to unlock the bonnet
