According to the wiring diagram, the left and right low beams are connected to the same wire which is
vt/or. Check for power on this wire. Also check for a good ground on the black wire.
Start by switching on only the park lamps.if the fuse blows you know the problem is on that curcit.
If not then switch on the low beam headlights, if the fuse blows you know the problem is on that curcit.
If not repeat this action with the hi beams.
If the fuse blows on park lamps already check the front and rear globe conectors for a short curcit. if none are found procede to check the low and hi beam globes.
