Oil in the water indicates serious engine problems. Get a compression check on all cylinders and also check for water in the spark plug holes or on the plugs. Check for water in the oil. Sounds like a warped or cracked cylinder head. Sorry I can't give you better news and I hope I'm wrong.

How do I replace this part on a Hyundai Accent with a DOHC 16V MOTOR.

Looks like something to do with the cooling system with a pump on the end? Helps to know the name of what we are looking at? Could be an electric water pump? Depending on how high up it is, you either partially drain or fully drain the system, undo the pipe clamps, remove the old, install the new, do up the clamps, refill with coolant to the correct solution, start the engine, remove the radiator cap and keep topping up until the engine is hot. Turn off the engine, top up again, put the radiator cap on, start the engine again and check for leaks. Top up the reservoir.

My Vauxhall (Opel) Zafira 2004 1.8 liter 16V Petrol Auto
had COLD START problem; cold engine does not start no
matter what! I have changed the following parts, one after
another:
1. New Coil pack
2. New Spark plugs
3. New Battery
4. New Mass Air flow oxygen meter
5. Air filter
6. Oil filter
7. Engine oil
8. Fuel filter
9. Premium Petrol
10. Engine coolent water sensor
Still the same problem. Then changed 'Crank sensor'. And
now the car starts fine without any issue!!

Water pump on escort

If the engines are Zetec DOHC 16v, I would suggest that you source a new water pump for your engine. To change the water pump is not very easy for the average DIY. I would entrust the job to a vehcile technician and get the drive belts changed at the same time as the anti freeze would have contaminated your drive belts.
