Whatever it had when it was sold in OR is what will be required in calif, it goes by engine calibration number, that is on a sticker on the valve cover, another way to get it is to run the VIN number on a Ford information computer, we call this the OASIS SYSTEM. Also check the emission sticker on the radiaor support under the hood.

I think autozone gave you the wrong information. My manual shows that p171 is the oxygen sensor unable to switch, and p174 is the same only the switching is too slow. Change the oxygen sensor on bank #1, and see if that works.Make sure that it is a heated sensor, match it with the old one.

check fuel pressure regulator.+ vacuum lines going to it look see if gas in vacuum line.if so regulator rupture.

the problem you have is related to your EVAP valve, have it checked cause it can be a lot of things and might be necesary to replace.
