tail lights not working. fuses look good, brake lights work, hazards work, but running lights don't

-   All lights working except rear running lights (tail lights) and license plate lights. Replace all 6 bulbs, . All fuses are good. -   Guest

-   All lights working except rear running lights (tail lights) and license plate lights. Replace all 6 bulbs, replace Tail Lamp Circuit Boards (both sides). All fuses are good. Still doesn't work.-   Danib820
