Question about 2000 Nissan Quest
Phil is correct. One fuse supplies power to both windows. However, a window switch failure will cause this problem, as will a worn out motor in the passenger side door. FYI, each window motor has a circuit breaker built into the motor. Either problem will require replacement of the failed part [switch or motor]

All windows run off one fuse. you may have problem with the switch. it self.
