I blow the 15a fuse every time for tail, panel lights ,and dimmer,,every time I turn the headlights on

Headlamps and front parking lights/tail lights are usually fused separately on most modern vehicles.

The first position of the light switch would usually switch on the tail lights, number plate illumination, panel lights and front parking lights and the second position switches on the headlamps. From your description the fuse only blows when you select switch position 2 and the operation of switch position 1 is satisfactory.

If this is correct it would suggest a problem only with the headlamp circuits. This narrows the field somewhat which can be narrowed even further depending on whether the fuse blows only with the high beam or low beam. If it blows with both the fault must be common to both.
The use of a wiring diagram would be a tremendous help in tracing the fault but I suggest checking the bulbs first.

Blowing fuse

You may need a wiring diagram / shop manual to be able to trace the short in the circuit. Could be in the dimmer switch or other places.

1984 gm truck horn fuses blowing, dead short, good relay

It looks like the only thing on the circuit are the horns.
The orange wire goes from the fuse to the relay.
Does the fuse blow if the relay is out of the plug ?
Could be a short in the wiring in the steering column but that should make the horn blow all the time.

Blows running light/dashboard/brakelight/turnsignal fuse

You need to obtain a copy of the wiring diagrams and then tract every wire that the fuse supplies power to until you find the one that is worn and shorted to ground You can buy a used factory manual here or possibly on eBay. You can also download the manuals here for a fee.

Jimmy rigg wire mess up

Except for the windows and lighter, problem may be a bad or worn out headlamp switch. First respondant is also correct. 1st thing I'd check is condition of electric connections.
