Question about 2004 Volvo XC70
Not an electrical problem - the key hub itself is defective : most likely the Neiman (the lever that locks the steering shaft, located in and commanded by the hub) is defective / out of place so it blocks the key.
You will have to replace the key hub completely. You can either order an identical replacement from a Volvo dealer (in that case you will not have to change the keys) or you could get another second-hand set from a scrap or parts shop.
