The fuel pump is receiving voltage either due to a short circuit to the positive supply of the battery or due to a malfunctioning ignition switch.

Why does the fuel pump stay on after the key is turned off?

the fuel pump relay is mounted in the trunk, behind the back seat and on the passanger side. The relay base is green in color. It sounds like the fuel pump relay is stuck on, the secondary circuit is always on. Check/ replace the relay.

What to do if you think you put bad gas in your tank

Hopefully your vehicle will have a drain plug in the bottom of the fuel tank*: remove this & drain the fuel.
With the plug still removed flush about 5-10 litres of fuel thru by putting in thru the tank filler hole as usual.
Replace the drain plug and put a FULL tank of fuel in (this will dilute any residue as much as possible)
*In the case of no drain plug the fuel tank will need to be removed & fuel drained out thru the filler neck, drain fuel, replace tank & procede from the 'put a FULL tank of fuel section of this instruction.
If the vehicle has been started with the bad fuel remove the fuel filter.
If the vehicle has an electric fuel pump* (more modern vehicles ie. Post 1985 [some vehicles still had & still do have mechanicle fuel pumps]) turn the ignition on with the fiter not in place, vthis will flush fuel thru the fuel lines pushing out the bad/old fuel. Take care as the fuel will be under a fair bit of pressure & "sqirt' out.
*If it is a mechanicle pump this can not be done in this way.
Replace the fuel filter with a new one.
Bleed the fuel system & start the vehicle.
Allow the vehicle to idle for 10-15mins before going back to your usual driving.
All shld now be ok but it is a good idea to routinely inspect the fuel system for leaks over the nxt 10 000km or six months (wich ever is earlyest) as in the case of puting petrol in diesel or diesel in petrol the different rubber and plastic items (such as 'o' rings) can begin to deteriate & leak in wich case they will require replacement.

All the best & I hope this is of some help & it works out for you...

Is there an access hatch in the floor of a 1996 gmc safari for the fuel pump

no, sorry. Here are the R&R instructions from autozone.com:

The following procedure requires the use of the GM Fuel Gauge Sending Unit Retaining Cam tool No. J-24187 or equivalent.

CAUTION Before removing any component of the fuel system, be sure to reduce the fuel pressure in the system. The pressure regulator contains an orifice in the fuel system; when the engine is turned Off, the pressure in the system will bleed down within a few minutes.

  1. If the fuel system has been in use, turn the ignition switch to OFF and allow the system time to reduce the fuel pressure.
  2. Disconnect the negative battery terminal from the battery.

Be sure to keep a Class B (dry chemical) fire extinguisher nearby.

CAUTION Due to the possibility of fire or explosion, never drain or store gasoline in an open container.

  1. Using a hand pump or a siphon hose, drain the gasoline into an approved container.
  2. Raise and support the vehicle on jackstands.
  3. Support the fuel tank and remove the fuel tank-to-vehicle straps.
  4. Lower the tank slightly, then remove the sender unit wires, the hoses and the ground strap.
  5. Remove the fuel tank from the vehicle.
  6. Using the GM Fuel Gauge Sending Unit Retaining Cam tool No. J-24187 (or equivalent) or a brass drift and a hammer, remove the cam locking ring (fuel sending unit) counterclockwise, then lift the sending unit from the fuel tank.
  7. Remove the fuel pump from the fuel sending unit, by performing the following procedures:
    1. Pull the fuel pump up into the mounting tube, while pulling outward (away) from the bottom support.

When removing the fuel pump from the sending unit, be careful not to damage the rubber insulator and the strainer.
    1. When the pump assembly is clear of the bottom support, pull it out of the rubber connector.

To install:
  1. Inspect the fuel pump hose and bottom sound insulator for signs of deterioration, then replace it, if necessary.
  2. Push the fuel pump onto the sending tube.
  3. Using a new sending unit-to-fuel tank O-ring, install the sending unit into the fuel tank.

When installing the sending unit, be careful not to fold or twist the fuel strainer, for it will restrict the fuel flow.
  1. Using the GM Fuel Gauge Sending Unit Retaining Cam tool No. J-24187 (or equivalent) or a brass drift and a hammer, turn the sending unit-to-fuel tank locking ring clockwise.
  2. Install the fuel tank, align the insulator strips and install the strap bolts. Torque the inner fuel tank strap-to-vehicle bolts to 26 ft. lbs. (35 Nm) and the outer fuel tank strap-to-vehicle nuts/bolts to 26 ft. lbs. (35 Nm).
  3. Connect the fuel lines.
  4. Connect the negative battery cable, start the engine and check for leaks.
  5. Lower the vehicle.

My theft light is flashing but my 1997 expedition wont start. The vehicle turns over but just don't start.

ANTI-THEFT SYSTEM Passive anti-theft system
Your ignition key has a unique imbedded transponder which engages engine electronics and allows the vehicle to be started. Without the use of your special ignition key, the vehicle will not start.

During each vehicle start, the coded key is read by the anti-theft system. If the key’s ID code matches the code in the anti-theft system, the vehicle is enabled to start.

Anti-theft system
Briefly illuminates when the ignition is turned to the ON position to verify that the passive anti-theft system is operating properly.

Also, its possisble that tou have actovated the fuel pump switch.

CHeck it.

Water in fuel
During refueling, it is possible for
water-contaminated diesel fuel to be
pumped into your tank. Your vehicle
fuel system is equipped with a fuel
filter/water separator to remove water from the fuel. The WATER IN
FUEL light will illuminate when the ignition is turned to START (as part
of the light function check) and when the FCM/HFCM has a significant
quantity of water in it.
If the light illuminates when the engine is running, stop the vehicle as
soon as safely possible, shut off the engine, then drain the FCM/HFCM.
Refer to Draining the FCM/HFCM and changing the fuel filters in the
Maintenance and Specifications section of this supplement for the
drain procedure. Allowing water to stay in the system could result in
extensive damage to, or failure of, the fuel injection system

96 civic fuel presure lost

The fuel pump is designed to run only when the motor is turning, On this model vehicle it is controlled electronically, either through the distributor or the ignition system on the vehicle. I would check the fuel filter for sure, but as far as what is causing the problem a few more questions need be answered from my end.
