The problem is in the tumbler(s) inside the assembly. Before you do anything, try penetrating oil to see if that works... otherwise, the entire assembly will need to be replaced.

Steering wheel "Lock" can put stress/pressure on the key tumbler and prevent you from turning the key easily. The solution is to release the pressure on the tumbler by moving the steering wheel (left to right then right to leftd while trying to turn the key).

You'll need to have it diagnosed. Without actually looking at it myself, there are numerous possible causes and to take you through each one would take days.

I thought I removed all of the bolts - a total of three (3) - but there are actually four (4), including one (1) inside, next to the radiator. It is difficult to see, and a pain to remove, but once out, the assembly can be easily removed.
