You are going to have to replace the window regulator. There ia a cable that connects the motor to the glass that has broken and most likely wrapped itself around the motor. That is why you can hear the motor in short sections but you are not getting any corresponding movement with the glass.

how do you change the regulator

The door panel is going to have to be removed. You will have to visually look around for the phillips screw that hold the panel in place and when those are removed pry the panel off. (there are a series of clips around the perimeter of the panel on the backside that must be popped out). Then just remove the bolts securing the regulator to the door frame. If you never done this before I would suggest getting the new regulator and using it as a guide to determine where the bolts are for removal. This job can look daunting for a first timer but be patient and remember the layout as you take it apart.

Driver side window was geting slow going up and it wont go down .when you push it you hear it but it wont go down or up

Assuming this is a power window the wire on your window regulator has broken and has tangled up locking the window. Your dealer or favorite automotive store will have a replacement with or without an electric motor. Usually the motors are ok and you just need the regulator.About an hour and a half to do yourself.

I have a 2004 jeep grand cherokee and the door by the drivers side is giving me problems. The windows wont go down anh also I cant lock the doors

check the boot inside the door, lovely jeep engineers haven't figured out a way to make the wire able to withstand the moving parts yet. you have broken wire inside the boot in the door.

Right window will not roll down..

Did you meter the wire at the master switch? If so and you have power the switch is bad, if not you have a short in the wire.

Rear drivers side window inoperable.

if you don't hear the motor it's probably got a short or bad switch. If the motor runs and the window doesn't move you have a damaged gear.

2004 Grand Cherokee pasenger power window will not go up or down. Motor runs in short bursts when either side button is pressed.

Sounds like you need a new window motor, or perhaps the window is binding in the tracks. The short bursts you describe sound like the motor is drawing too much current, some systems have current limiting built in for detecting auto up and down limits. If the current rises too high from a bad motor or binding tracks, the system thinks the window is all the way down or up and shuts off.
