Question about 1989 Ford Thunderbird
Sounds like you have an IAC (idle air control) problem. Is the check engine light on? If so you need to have diagnostics ran on the computer to determine if there is a problem related to the idle control. This is a problem that can be caused by various thiongs malfunctioning. The first of which is a very dirty throttle body and/or IAC valve.
It is recommeded to take the vehicle to a reputable repair facility for diagnostics.
Hope this helps
