Try testing the fan which should be somewhere under the dash. it may tell you in the manual that came with the car exactly where it is.

The heat selector switch in the heater control knobs is the only electric style in the group. The rest are cable driven. It may need replacement.

Yes, you can take a voltmeter, ground the negative side to the battery negative side or to the frame of the car. Then see if you have voltage at the blower resistor first and then at the motor. Track the voltage down till you find where it stops.
