The dimmer circuit has 3 positions - in your case it appears that the first one it's not functional: the command for it is present in the circuit but it's not executed.
The dimmer positions are done with 3 transistors that are put in series with the lighting diodes. So most likely the first one is inactive or damaged. Best solution is to replace the dimmer module, part of the switch. Since that implies the partial dismantling of the dash you should leave it to a repair shop.
