How to test pcm relay on 95 Ford F-250

I don't know liter size of engine? I looked at info for 5.0L engine, for pcm power relay. The relay has two sides, the load side and control side. The control side is on the right side in diagram, needs voltage and ground. The load side of relay is that line with arrowhead. When relay is energized, that line moves to other terminal and supplies voltage to whatever. You can see the fuses for load and control side of relay. One fuse is hot all the time, the other goes hot with key on, so use a test light and check voltage at fuse circuits.
As you can see in diagram, no terminal numbers for the relay, sometimes that means, the relay is soldered into the fuse box, so you can't pull it out for testing. If your positive the relay is the problem, you could install external relay, if the original relay is soldered into the fuse box. wire it up properly.

A/c doesn't blow cool air. it stopped suddenly along with the speedometer. mechanic looked at it and said he changed out a relay and all should be fine. speedometer works but a/c still doesn't. mechanic...

There may be two relays with the AC circuits. One will control the AC cooling fan on the radiator. The other will control the AC compressor, to turn it on when requested. Any relays that aren't in the AC circuit would have no affect, whether good or bad. And relays just do not go bad that often.
You need somebody to check out the AC circuit, somebody willing to do a little testing.

Horns not working,original relay 43yrs old !

You hear clicking at horns, and not the relay? Maybe the horns went bad, or maybe you need to check and clean the connections there.
Don\'t know why the cab light went dim, unless the horn wire was trying to make contact?
Yes, TJ, the horn wire should be hot. You are grounding that hot wire when you press for the horn. That hot wire comes from the coil side of the horn relay. Press for horn, it grounds the coil side of relay, and the relay can pass power to the horns.
Now back to the clicking no-honker horns: power gets to the horns when relay is energized, and there has to be a good ground for horns to work. I don\'t know if your horns are case grounded or a wire from horns goes to ground, but check the ground there. If case grounded, pull horns off and clean the ground. Also might try a known good horn. Keep at it, sounds like you are almost there.

You do not need any other relay. Pull the relay out and drive to your next dealer ship. The dealer need to change the country code via ODB II system to U.S.A. After changing the country code, the DRL is of.

Behind the grille. Open the fuse box, have somebody push on the horn, look to see if the horn relay is claicking, if so, replace the horn. If not, replace the relay. If the relay replacement does not help, pull the horn pad off & touch the horn pad wire to ground. If the horn still does not go off, you may need the clockspring that powers the air bag & the horn pad connector.
